• Requires all municipal street light contracts or orders entered into or amended after June 30, 2013 to include a procedure for refunding municipalities for nonfunctioning lights.

• Mandates municipalities notify utilities in writing of nonfunctioning street light locations and utilities must repair them within 30 days.

• Requires contracts to include a formula calculating refunds based on the number of nonfunctioning lights and the duration they were nonfunctioning.

• Directs that counties receive a proportionate share of refunds if they pay for maintenance or operation of any nonfunctioning street lights.

• Effective date: July 1, 2013.
