Requires distributors and retailers selling lawn fertilizers containing phosphorus (at least 0.67% by weight) to display them separately from phosphorus-free products and provide consumer materials developed by the state chemist.

Mandates retailers post an approved sign (11 by 17 inches, positioned 4-7 feet high) explaining water quality problems phosphorus causes, that it is often unnecessary for lawn health, and how to identify phosphorus in fertilizers.

Requires lawn care service providers using phosphorus fertilizers to provide written educational materials to customers about best management practices, water quality impacts, and that phosphorus is often not necessary.

Requires lawn care service providers to offer each customer a phosphorus-free commercial fertilizer as an alternative for their lawn.

Effective date: July 1, 2013.
