Authorizes Indiana state educational institutions to employ "construction managers as constructors" (CMc) for construction projects valued at $10 million or more, effective July 1, 2013

Requires CMc selection through a request for proposals (RFP) process that evaluates qualifications and fees, with an evaluation committee reviewing responses and conducting interviews with selected offerors

CMc services include preconstruction advice, project management, construction scheduling, cost estimation, and guarantees of project cost and schedule through a guaranteed maximum price (GMP)

Mandates that first tier subcontracts be awarded to the lowest responsive and responsible bidder, and limits CMc self-performance of work to situations where the CMc is the lowest bidder

Requires both the CMc and first tier subcontractors to provide payment and performance bonds equal to the GMP or subcontract price, with sureties not released until one year after final settlement
