Requires governmental bodies to submit annual reports within 90 days of fiscal year end to the governor, general assembly, and the Department of Administration's Division on Minority and Women's Business Enterprises

Reports must detail participation of certified minority and women's business enterprises (MWBEs) in contracts and subcontracts, including total number, dollar value, and percentage of total procurement contracts

Governmental bodies must identify all certified MWBEs by name, their role as prime contractor or subcontractor, business classification, and provide brief descriptions of each contract

Reports must include a description of the governmental body's MWBE program and its effectiveness, and must be posted on the governmental body's website

Applies only to non-state agency governmental bodies that have an existing minority and women's business enterprise program, effective July 1, 2013
