Renames the governor's commission on minority and women's business enterprises to include service disabled veterans' business enterprises

Expands commission membership from 9 to 12 appointed individuals with business experience, and adds the director of the Indiana department of veterans' affairs as a member

Defines "service disabled veterans' business enterprise" as a business owned and controlled by service disabled veterans who are U.S. citizens and verified by the U.S. Department of Veterans Affairs Center of Veterans Enterprise

Requires the commission to establish annual goals for the use of service disabled veteran owned businesses in state contracts, alongside existing goals for minority and women's business enterprises

Effective date: July 1, 2013
