• Authorizes state agencies to set aside contracts for supplies or services exclusively for service disabled veteran owned (SDVO) small businesses that are owned and controlled by Indiana resident service disabled veterans with current verification from the U.S. Department of Veterans Affairs.

• Requires each state agency to establish a goal of awarding at least 3% of annual purchasing dollars to SDVO small businesses, with exceptions if the goal conflicts with timely delivery, budget constraints, or financial prudence.

• Permits the Indiana Economic Development Corporation to assist state agencies by maintaining lists of SDVO small businesses, helping them navigate bidding procedures, identifying suitable set-aside contracts, and simplifying contract terms to increase SDVO participation.

• Mandates the Department of Administration to submit annual reports to the Governor and Legislative Council beginning in 2014, identifying agencies that failed to meet the 3% goal and describing their corrective actions.

• Prohibits SDVO small businesses from receiving the 15% Indiana small business price preference on contracts designated as SDVO set-asides; effective July 1, 2013.
