Expands service methods for inspection warrants under Indiana's unsafe building law beyond personal service to include registered/certified mail with return receipt, leaving a copy at the dwelling while mailing to last known address, or first class mail to last known address

Applies the same service methods already available for orders, hearing notices, bid statements, and payment claims to inspection warrants issued when owners or possessors refuse building inspections

Allows service by publication in the county newspaper on consecutive days if other service methods fail and the hearing authority determines a reasonable effort was made

Requires an affidavit documenting the service method, date, and recipient when service is made by any means other than mailing or publication
