• Repeals the nursing scholarship fund and the minority teacher or special education services scholarship fund, transferring their remaining balances to the new stipend funds as of July 1, 2013.

• Defines "high need field" as a teaching specialty that impacts the state's economic vitality and experiences a shortage of candidates.

• Stipends are not reduced by other scholarships or financial aid, and students may concurrently receive both the high need and minority student teaching stipends.
