HEA 1325 Summary

• Defines "backfill employee" as a political subdivision employee who performs duties of a deployed mobile support unit member assisting another state under the Emergency Management Assistance Compact.

• Allows the state to reimburse political subdivisions for costs of backfill employees necessary to fill positions of deployed workers, but only for extra costs beyond normal operations.

• Designates individuals serving on mobile support units who are not state or political subdivision employees as temporary state employees for worker's compensation coverage purposes.

• Extends financial assistance grant eligibility to political subdivisions contributing personnel to mobile support units deployed to assist other jurisdictions with disaster response.

• Adds authority for the emergency management director to adopt emergency rules under IC 4-22-2-37.1 to implement disaster assistance provisions.
