• Only the owner of a mobile home may obtain permits to move the mobile home or transfer its title; county treasurer issues permits only after taxes are paid.

• Department of Local Government Finance must develop a tracking system using vehicle identification numbers to record property tax information for mobile homes not assessed as real property, implemented by January 1, 2015.

• Contract buyers of mobile homes or manufactured homes claiming standard property tax deductions must comply with escrow requirements and show proof of compliance; other owners must attach a copy of the title to their deduction application.

• Mobile home community registers must be open for inspection by township and county assessors and must include copies of permits authorizing movement or title transfer.

• County recorders may only record purchase contracts for mobile homes or manufactured homes if the seller provides a copy of the title before submission.
