Replaces the term "sponsor" with "authorizer" throughout Indiana charter school law and lists eligible authorizers including the Indiana Charter School Board, state universities offering 4-year degrees, consolidated city executives, school corporation governing bodies, and 28 named nonprofit colleges and universities

Redefines virtual charter schools as those providing more than 90% of instruction through online technologies (increased from 50%), entitled to receive 87.5% of their foundation amount plus special education grants

Establishes new procedures for cancellation of principal and superintendent contracts, allowing them to request private conferences within 5 days of receiving notice and have representatives accompany them to hearings

Prohibits teachers, principals, and superintendents rated "ineffective" or "improvement necessary" from receiving raises, and after June 30, 2013, requires school corporations to submit compensation models showing how salary factors combine to determine increases

Limits collective bargaining by prohibiting negotiation on teacher dismissal procedures, school calendars, and restructuring options, while reducing the factfinding process timeline to 30 days and shortening the mediator-to-factfinder waiting period from 5 years to 2 years
