Establishes the Governor's Education and Workforce Roundtable as a permanent body to replace the existing Education Roundtable, effective July 1, 2013

Roundtable membership includes 15 governor-appointed members (8 must be business/community leaders, others from K-12 and higher education) plus 4 nonvoting legislative members appointed by the president pro tempore of the senate and speaker of the house

Four cochairpersons lead the roundtable: the governor, state superintendent of public instruction, commissioner for higher education, and commissioner of workforce development; must meet at least quarterly

Roundtable must review and recommend academic standards for K-12 and content/format of ISTEP program testing to the State Board of Education

Requires fiscal impact analysis for recommendations exceeding $500,000; the legislative services agency must prepare fiscal impact statements within 45 days for such recommendations
