• Allows courts to award up to 10% of recovered civil penalties to individuals who report violations to the attorney general and cooperate with investigations.

• Expands the definition of "consumer transaction" to include telephone solicitations, telecommunications services, and IP-enabled voice services under the deceptive consumer sales act.

• Imposes civil penalties up to $10,000 for knowing or intentional violations of the federal Truth in Caller ID Act (47 U.S.C. 227(e)), with penalties deposited into the telephone solicitation enforcement fund.

• Takes effect July 1, 2013.
