HB 1385 Summary

• INDOT must adopt guidelines by July 1, 2014 to incorporate "complete streets" into the planning, design, construction, and operation of state highway projects, enabling safe access for all users including pedestrians and non-motorized transportation.

• INDOT must include complete streets requirements in all contracts entered after December 31, 2013, with exceptions allowed if pedestrian use is prohibited by law, compliance costs are excessively disproportionate to benefits, or there is no demonstrated need.

• Complete streets guidelines must consider the ages and abilities of all potential users, various transportation modes, and principles of safety, accessibility, and livability.

• INDOT must report to the General Assembly by November 1, 2014 on implementation progress, and annually thereafter through December 31, 2019 on the number, type, and status of complete streets projects undertaken.

• Effective date is July 1, 2013.
