HB 1388 Summary

• Prohibits local governments (counties, cities, towns, townships) from establishing employee benefits, terms of employment, working conditions, or attendance/leave policies exceeding federal law or regulations, except through contracts to which the local government is a party.

• Prevents local governments from imposing licensing restrictions that go beyond the license's purpose or are not reasonably related to that purpose.

• Amends IC 36-1-3-8 to add these restrictions to existing limitations on local government home rule powers.

• Effective July 1, 2013.
