• Establishes a student-centered school funding formula effective July 1, 2014, distributing state tuition support to public and private schools based on average daily membership (ADM) counts of eligible pupils.

• Creates a school funding task force to develop funding categories and weights for allocating state tuition support based on relative educational costs of educating different student populations.

• Requires state and federal education funds to be distributed on a per-student basis and managed on a school-by-school basis with detailed cost accounting systems.

• Reduces choice scholarship payments by the amount of state tuition support provided to the private school attended by the scholarship recipient, effective after June 30, 2014.

• Appropriates $7,127,621,700 from the state general fund for state tuition support distributions for fiscal year 2014-2015 and eliminates startup grants and loans to charter schools after June 30, 2014.
