IN HB1403

Requires all school buses and special purpose buses transporting elementary and high school students placed into operation after June 30, 2013, to be equipped with 3-point lap and shoulder safety belts at each seating location, with all such buses required to comply by June 30, 2018

Mandates that all occupants of equipped school buses and special purpose buses must have safety belts properly fastened at all times when the bus is in motion

Establishes the Safety Belt Revolving Loan Fund with a $10,000,000 appropriation from the state general fund to provide loans to school corporations for compliance costs

Requires the state school bus committee to adopt rules for the design, installation, and use of the safety belt systems

School corporations or nonpublic schools that violate safety belt equipment or usage requirements commit a Class C infraction
