Requires the Indiana Department of Education to compile and publicly report student disciplinary data from school corporations, disaggregated by race, ethnicity, gender, and discipline categories for each school

Mandates the department develop a searchable database tracking out-of-school suspensions and expulsions, with the Civil Rights Commission using this data annually to identify school corporations with disproportionate discipline rates

Requires school corporations with discipline rates exceeding disproportionality criteria to work with the department to develop corrective action plans until rates fall within acceptable limits

Mandates school corporations' discipline plans include annual collection and reporting of behavioral problems, arrests, and juvenile justice referrals, disaggregated by race, ethnicity, and gender

Students seeking to enroll in another school while expelled or to avoid expulsion may only be subject to the same enrollment terms and conditions as currently enrolled students, effective July 1, 2013
