• Eliminates franchise fee requirements for video service providers holding a certificate of franchise authority or an unexpired local franchise issued before July 1, 2006, for any reporting period beginning after June 30, 2015.

• Modifies IC 8-1-34-23 to add the phrase "that begins before July 1, 2015" to limit gross revenue calculations to quarters ending before that date.

• Defines gross revenue calculations for video service providers based on whether they fall under subsection (b) requirements (local franchise holders as of June 30, 2006) or subsections (c) and (d) requirements (certificate holders).

• Establishes that gross revenue includes subscriber fees, event-based charges, equipment rentals, and service charges, while excluding bad debt, telecommunications revenue, refunds, taxes, and promotional discounts.

• Takes effect July 1, 2013, and expires January 1, 2016.
