Mandates rental property owners designate a local agent physically located in Indiana responsible for ensuring compliance with all applicable laws, providing property access for inspections, maintaining tenant contact lists, and accepting legal notices.

Requires owners to file amended registration forms within 5 business days of any information changes and new owners must register within 90 days of property transfer.

Establishes that owners failing to register or update registrations commit a Class C infraction for each month of non-compliance, though municipalities may set lower maximum penalties.

Allows municipalities to direct violation money into specified municipal funds and maintain registration records on their internet websites.
