HB 1446 - Redistricting Commission

• Establishes a five-member redistricting commission appointed by legislative leaders and the state judiciary to create and recommend plans for state legislative and congressional districts.

• Requires the commission to hold public hearings in at least three regions of Indiana and accept public comment before recommending redistricting plans by August 1 of redistricting years.

• Sets redistricting standards including 100 house districts, 50 senate districts, population deviation limits of 1%, contiguous and compact districts, and maximization of competitive districts.

• Directs the general assembly to enact redistricting legislation recommended by the commission before October 1 of a redistricting year, or allows commission recommendations to become law automatically if the state constitution does not require legislative action.

• Repeals the previous congressional redistricting commission law and makes appropriations from the state general fund for implementation, effective July 1, 2013.
