HB 1452 Summary

• Requires public utilities to provide all necessary easements and rights-of-way to political subdivisions at no charge when performing public works.

• Prohibits public utilities from charging connection fees to political subdivisions for utility service connected to public works or related infrastructure.

• Mandates public utilities reduce rates and charges for utility service to job creation incentive projects in proportion to the property tax liability reduction granted to the project owner.

• Defines "job creation incentive" as property tax abatements awarded by political subdivisions under IC 6-1.1-12.1 to encourage new job creation in Indiana.

• Effective July 1, 2013.
