• Prohibits the environmental rules board from adopting rules or standards more stringent than corresponding federal environmental provisions established under federal law.

• Changes language in underground storage tank regulations from "must not be" to "may not be more or less stringent" than EPA regulations under the federal Solid Waste Disposal Act, allowing flexibility while maintaining consistency with federal standards.

• Maintains existing requirements for underground storage tank programs including leak detection, inventory control, record keeping, release reporting, corrective action, tank closure, and financial responsibility standards.

• Effective date is July 1, 2013.
