Amends IC 36-7-9-13 to establish priority lien status for enforcement authority liens on real estate for unsafe building remediation costs.

Grants liens filed by enforcement authorities priority over all other liens except state and political subdivision tax and special assessment liens.

Applies to costs remaining unpaid for more than 15 days after work completion on unsafe premises not owned by governmental entities.

Requires enforcement authority to prepare a detailed record and file with circuit court clerk, with notice sent to property owners and mortgagees.

Effective date: July 1, 2013.
