Establishes the Indiana companion animal sterilization fund and program under the Indiana state board of animal health to reimburse veterinary providers for spaying or neutering services for dogs or cats owned by Medicaid recipients at no charge to recipients.

Appropriates $3,000,000 annually from the state general fund to the sterilization fund, with unappropriated money in the fund annually re-appropriated for program use.

Sets maximum reimbursement at $55 per spaying or neutering service through December 31, 2014, then adjusts annually based on the Consumer Price Index for All Urban Consumers (CPI-U) for the Midwest Region.

Authorizes the board to contract with nongovernmental entities selected through competitive process to recruit participating veterinary providers and administer fund and reimbursement claims, with administrative costs capped at 15% of annual fund expenditures.

Takes effect July 1, 2013.
