IN HB1503

Requires the Lake County solid waste management district to obtain approval from the Lake County executive before exercising certain powers, including constructing and operating solid waste facilities, entering contracts for solid waste management, leasing facilities, purchasing or leasing property, selling facilities, accepting gifts/grants/loans, and borrowing in anticipation of taxes

The district must submit a recommendation to the county executive, who must then adopt an ordinance approving the recommendation and authorizing the district to exercise the specific power

Applies specifically to county districts in counties with populations between 400,000 and 700,000 (which includes Lake County)

Effective date is July 1, 2013
