HB 1529 Summary

• Establishes a new "exceptional" rating category for teacher performance evaluations, adding it to the existing ratings of highly effective, effective, improvement necessary, and ineffective.

• Delays implementation of mandatory teacher evaluation plans from the 2012-2013 school year to the 2014-2015 school year for all school corporations.

• Limits teacher observations in model evaluation plans to a maximum of three per school year, with teachers rated as exceptional required to be observed only once per school year.

• Modifies teacher contract and compensation provisions to include the new exceptional rating in determining probationary versus professional teacher status and in salary increase calculations.

• Effective July 1, 2011 (retroactive) for salary schedule provisions and July 1, 2013 for evaluation plan requirements.
