Mandates consolidation of all township fire departments and fire protection territories in Marion County into the consolidated city (Indianapolis) fire department by January 1, 2015, with the mayor setting the effective date by executive order

Allows excluded cities within Marion County to voluntarily consolidate their fire departments into the consolidated fire department through ordinances approved by both the excluded city and consolidated city legislative bodies

Transfers all property, equipment, records, rights, and fund balances from consolidated fire departments to the consolidated city, while existing fire-related debt remains with the original entities

Increases the consolidated city's maximum property tax levy by the combined fire protection levies of consolidating entities from 2013, with corresponding decreases to those entities' levy limits

Permits the consolidated city to levy additional taxes above normal limits for up to three years after consolidation to phase out existing borrowing for fire and emergency services in affected townships or excluded cities
