• Amends Indiana Code IC 13-21-3-14 regarding powers of solid waste management districts, effective July 1, 2013.

• Adds new prohibition preventing districts from registering, issuing permits for, or licensing vehicles as a condition for solid waste haulers to operate within the district.

• Establishes transition period allowing districts that were registering, permitting, or licensing hauler vehicles on January 1, 2013, to continue through December 31, 2014, but prohibits the practice after that date.

• Establishes transition period allowing districts that were collecting fees for vehicle registration, permits, or licenses on January 1, 2013, to continue through December 31, 2014, but prohibits such fees after that date.
