• Authorizes limited mobile gaming systems at horse racing satellite facilities and allows gambling games (not just card tournaments) at facilities owned by licensed horse racing permit holders or riverboat operators.

• Permits licensed riverboat owners to relocate gaming operations from docked riverboats to inland casinos on adjacent property without requiring commission approval or fees.

• Replaces the riverboat admissions tax with a new supplemental wagering tax (2.5% rate) on adjusted gross receipts from gambling games, effective July 1, 2013.

• Authorizes table games at racetracks with a separate graduated wagering tax (15-40% based on adjusted gross receipts levels).

• Excludes noncashable vouchers, coupons, electronic credits, and electronic promotions provided by licensees from adjusted gross receipts calculations for tax purposes.
