Moves municipal elections for city and town officers from odd-numbered years to even-numbered years, effective after 2015.

Establishes a 2015 transition municipal election with candidates nominated through primary elections and elected through general elections.

Creates new IC 3-10-7.5 to govern municipal elections after 2015, with judges of city/town courts elected in presidential election years and other municipal officers elected in nonpresidential election years.

Makes extensive conforming changes to Indiana election codes to remove references to "municipal elections" as a separate election type and integrate municipal elections into the primary and general election framework.

Provides that numerous sections relating to transitional municipal election procedures expire January 1, 2016.
