Notes that more than 100 U.S. businesses operate in Azerbaijan, including ExxonMobil, Ernst & Young, and Coca-Cola.

Identifies Azerbaijan as a major energy supplier to U.S. allies in Eastern Europe and as a secular, Muslim-majority country maintaining friendly ties with Israel.

Acknowledges Azerbaijan's support for U.S. counterterrorism efforts and NATO operations in Afghanistan, and its appointment to a nonpermanent seat on the United Nations Security Council.

Directs the House Principal Clerk to transmit copies of the resolution to the Governor, Indiana Congressional delegation, and Azerbaijan's Ambassador to the United States.
