Requires examination of technical and design issues including safety/security/waste management engineering, manufacturing capability, and supply chain maturity.

Mandates review of regulatory licensing and compliance issues, plus practical deployment considerations such as equipment transportability, siting, and ability to add additional reactor units.

Committee must submit final findings and recommendations to the Legislative Council by November 1, 2013.
