Urges the Indiana Legislative Council to assign an interim study committee to examine abandoned or vacant properties and all related issues

Addresses concerns about urban blight caused by undeveloped, underdeveloped, and poorly maintained properties across Indiana cities, towns, and counties

Targets problems with absentee landowners who show no interest in developing their property or contributing to community development

Responds to foreclosure crisis impacts on families and neighborhoods, as well as vacant properties becoming locations for criminal activity

Requires any established committee to operate under Legislative Council direction and submit reports as directed
