Urges the legislative council to establish an interim study committee to examine the sale of alcoholic beverages at the Indiana State Fairgrounds during the Indiana State Fair.

Requires the committee to study the value-added agriculture and economic benefits of promoting Indiana wine and beer at the fair.

Requires the committee to study how alcoholic beverages are regulated and how revenue from sales could fund youth education and activities at the Indiana State Fair.

Notes that a decades-long ban on alcohol sales exists at the Indiana State Fair, while other major state fairs permit such sales and alcohol is served at other fairgrounds events.

Committee operations must be directed by the legislative council and the committee shall issue reports as directed by the council.
