Urges the legislative council to establish an interim study committee to examine the environmental and financial impact of wind turbines in Indiana.

Committee study must evaluate effects on landscapes, viewsheds, wildlife, habitats, water resources, air pollution, greenhouse gases, materials acquisition costs, and potential interference with radar and telecommunication facilities.

Acknowledges that renewable energy expansion could stimulate investment, increase farmer and landowner income, and create high-paying manufacturing and service jobs.

Requires the committee to operate under legislative council direction and issue reports as directed by the council.
