Senate Bill 12 Summary

• Removes the requirement that candidates for county assessor must attain level three assessor-appraiser certification before taking office, replacing it with a level two certification requirement.

• Removes the requirement that candidates for township assessor must attain level three assessor-appraiser certification before taking office, maintaining only the level two certification requirement.

• Requires all county and township assessors who have not attained level three certification to employ or contract with at least one certified level three assessor-appraiser after June 30, 2013.

• Authorizes county executives to order county auditors to withhold assessor salaries for non-compliance with the certification requirements, unless unusual circumstances and good faith compliance efforts are demonstrated.

• Effective July 1, 2013.
