SB 13 Summary

• Creates a supplemental dealer's permit allowing holders of beer, wine, or liquor dealer's permits to sell alcoholic beverages for carryout on Sunday from 7 a.m. to 3 a.m. the following day.

• Establishes annual permit fees of $500 for single-type dealers, $750 for two-type dealers, and $1,000 for dealers selling all three types, with fees deposited into the enforcement and administration fund.

• Allows package liquor store, farm winery, and microbrewery (manufacturing ≤30,000 barrels annually) permit holders to sell carryout alcoholic beverages on Sunday without requiring a supplemental dealer's permit.

• Permits minors to be on package liquor store premises when accompanied by a parent or guardian who is at least 21 years of age.

• Eliminates five-year Indiana residency requirements for alcoholic beverage dealers and repeals restrictions limiting package liquor stores to selling only specific commodities.
