IN SB0019

Mandates the use of a "rejection threshold" for proposed local government reorganizations involving a county and a municipality, changing this from an optional provision under current law

Sets the rejection threshold maximum at 50% of the vote in the municipality and 50% of the vote in the area of the county outside the municipality

Requires voters in both the municipality and the county (excluding municipality voters) to separately reject the reorganization by meeting the threshold percentage for it to fail

Removes provisions that allowed legislative bodies to choose between conducting votes with or without a rejection threshold

Takes effect immediately upon passage and applies to all reorganization votes occurring after the effective date, regardless of when the reorganization plan was adopted
