Establishes the early childhood literacy grant pilot program within the division of family resources as a two-year pilot program effective July 1, 2013, expiring July 1, 2017.

Funds grants from the build Indiana fund to up to 20 recipients serving groups of no more than 10 children ages birth to four years in licensed child care homes, centers, ministries, or preschools with at least level 2 quality certification.

Requires each funded recipient to have at least one full-time mentor assigned to not more than 20 recipients who will assist caregivers, teachers, and parents in implementing evidence-based literacy curricula and promoting home literacy.

Mandates evaluation of participating children's kindergarten readiness using the early childhood assessment rating system, with results reported to the legislative council in August, January, and June of each year.

Requires the division of family resources to submit a final evaluation report with findings and recommendations to the legislative council by November 1, 2016.
