SB 52 Summary

• Establishes a 10-year evaluation and termination cycle for all state agencies and programs, with agencies automatically terminating unless the General Assembly enacts legislation to continue them.

• Creates evaluation committees of 16 legislators (8 from each chamber, with political party balance) to oversee evaluations directed by the Legislative Services Agency and performed by university schools of public affairs or business.

• Requires Indiana University, Purdue University, Ball State University, Indiana State University, and University of Southern Indiana to develop internship programs providing college credit to students who participate in agency evaluations.

• Schedules specific agencies for evaluation and termination in phases beginning July 1, 2013, with education agencies first (2013-2015), followed by health/human services, transportation, public safety, economic development, environment, and general government agencies through 2021-2023.

• Permits the Governor to delay termination of any agency or program by executive order for one additional year if beneficial to state services, safety, economy, environment, or public welfare, and appropriates continuation funding at prior-year levels.
