Prohibits state agencies, including state-supported colleges and universities, from regulating the possession or transportation of firearms, ammunition, or firearm accessories on state-owned or state-leased property.

Voids all existing rules, policies, measures, and enactments by state agencies concerning firearm possession or transportation on state property as of July 1, 2013.

Provides exceptions allowing firearm restrictions in courtroom buildings, at public meetings for intentional firearm display, at private events with event organizer rules, and in buildings with metal detection and law enforcement screening (except for licensed handgun carriers).

Allows individuals and firearm advocacy organizations to sue state agencies for declaratory and injunctive relief plus actual and consequential damages for violations of this chapter.

Entitles prevailing plaintiffs to recover the greater of actual damages or three times their attorney's fees, plus court costs and reasonable attorney's fees.
