Establishes a regional campuses study committee comprised of 8 voting members from the General Assembly (4 appointed by Senate president pro tempore, 4 by House speaker), plus nonvoting representatives from Indiana University, Purdue University, regional campuses, and the Commission for Higher Education.

Committee must study governance and operation of regional campuses and conduct a focused analysis of Indiana University-Purdue University Fort Wayne campus examining its management, growth, needs, and future plans.

Requires committee to hold public hearings at regional campuses and consult with faculty and administration, with first and last hearings held at IPFW campus.

Committee must report recommendations to the legislative council by November 30, 2013, and the committee expires December 1, 2013.

Legislative Assembly members serving on committee receive per diem, mileage, and travel allowances; other members receive travel reimbursement under state policies.
