Establishes a salary cap for public officers, employees, and contractors of state government, local governments, state educational institutions, and other public entities, limiting their salaries to not exceed the governor's salary.

Applies to the executive, legislative, and judicial branches of state government, political subdivisions, state educational institutions, and any other entity whose salaries are funded in whole or in part from state or local appropriations.

Permits state educational institution employees and contractors to receive supplemental compensation from endowments that are funded by gifts, bequests, or other non-tax, non-fee, non-appropriation sources.

Defines key terms including "contractor," "employee," "endowment," "political subdivision," "public officer," "salary," and "state educational institution" for purposes of the chapter.

Takes effect July 1, 2013.
