Requires federal employees not designated as state law enforcement officers to obtain written permission from the county sheriff before making any arrest, search, or seizure in Indiana

Provides exceptions allowing federal action without sheriff permission on federal enclaves, when witnessing a crime requiring immediate arrest, when the subject is a sheriff's employee or elected official, or with attorney general approval when sheriff connections could compromise the operation

Mandates that permission requests include the subject's name, probable cause statement, specific assets to be seized, date/time, and location, with permission valid for only 48 hours after signing

Requires prosecution of federal employees who violate the permission requirements, including charges of kidnapping for unlawful arrests, trespass for unlawful searches, and theft for unlawful seizures

Declares under the Tenth Amendment that any federal law purporting to give federal employees sheriff authority in Indiana is not recognized and is invalid in the state, effective July 1, 2013
