Requires the Indiana Department of Transportation to provide written notice to local governmental bodies before letting contracts for state highway projects that would close a highway for at least 5 consecutive days

Mandates notification to county executives, municipal executives, fire protection service providers, and local emergency management directors in the affected area

Allows governmental bodies to submit written objections to the proposed highway closure within 30 days of receiving notice

Requires the department to respond to objections at a regularly scheduled meeting of the county board of commissioners, county fiscal body, or municipal fiscal body

Authorizes the department to alter proposed projects to mitigate closure effects, but makes the department's final decisions not subject to judicial review
