Changes terminology in Indiana Code from "motorized bicycle" to "moped" and defines moped as a motor vehicle with a seat or saddle, not more than three wheels, and not capable of exceeding 30 miles per hour on a flat surface

Requires mopeds to be registered with the Bureau of Motor Vehicles beginning January 1, 2014, with a registration fee of $17.30, of which $7 goes to the motorcycle operator safety education fund

Mandates moped operators possess an identification card, driver's permit, or driver's license and carry proof of financial responsibility (insurance)

Requires dealers selling at least 12 mopeds per year to register with the secretary of state, and subjects mopeds to accident reporting requirements

Repeals the term "motor scooter" from Indiana Code and eliminates obsolete provisions related to a 2011 interim committee study on mopeds
