Prohibits business entities with state contracts or bids exceeding $100,000 annually, along with their affiliated persons (owners with more than 7.5% interest, executive employees, spouses, minor children, subsidiaries, and related PACs), from making political contributions to state officeholders or candidates

Requires covered business entities to register with the Indiana Department of Administration and maintain accurate registration for four years after contract award or one year after contract expiration, with updates required within 2-10 business days of any changes

Defines affiliated persons broadly to include those with ownership interests over 7.5%, executive employees, their spouses and minor children, subsidiaries, members of the same unitary business group, related 501(c) organizations, and political action committees sponsored by the entity

Prohibits state executive branch employees with purchasing or procurement authority from soliciting political contributions unless they themselves are candidates for public office

Establishes penalties including voiding contracts and declaring bidders nonresponsible for registration failures or contribution violations, with automatic contract termination and three-year debarment after more than two violations
