SB 193 Summary

• State board of education prohibited from implementing Common Core standards or requiring PARCC and Smarter Balanced assessments until holding at least one public meeting with testimony in each congressional district, with at least one state board member attending each meeting.

• State board must compare Indiana standards with Common Core standards, seek information on best practices from teachers, postsecondary instructors, and other sources, and consider alternative superior standards before adopting new standards.

• Grade 2 standards may be adopted after June 30, 2013, but state prohibited from entering into or renewing agreements that cede control over educational standards and assessments to outside entities between June 30, 2013, and March 31, 2014.

• Academic standards revision cycle established at six years beginning in 2013, with parent members added to academic standards committees alongside educators.

• Office of Management and Budget required to complete fiscal analysis by July 1, 2013, of projected five-year implementation costs for Common Core standards and report findings to General Assembly, state board, superintendent, and education roundtable.
