Establishes procedures for Indiana to appoint delegates and alternate delegates to a convention called under Article V of the U.S. Constitution for proposing constitutional amendments, effective July 1, 2013

Requires delegates to be Indiana residents, registered voters, at least 18 years old, not registered lobbyists, and not holders of federal office

Mandates the General Assembly appoint delegates and alternate delegates by joint resolution, with each appointment requiring a majority vote in both the House and Senate; assumes Indiana has 2 delegates and 2 alternates unless convention rules specify otherwise

Requires the governor to call a special legislative session if the General Assembly is not in session when delegate appointments must be made

Delegates and alternates must execute an oath to support federal and state constitutions, follow General Assembly instructions, and faithfully discharge duties; they receive travel allowances but no salary or per diem
